مرکزی ادارہ شرعیہ کی یہ کونسل بہار جھارکھنڈاوربنگال کے ماہر ومعتمد مفتیان کرام وعلمائے دین پر مشتمل ہوگی جس میں ۲۱؍افراد ہوں گے ۔اس کی طرف سے سال میں دو فقہی اجلاس منعقد ہوگا ۔پہلا اجلاس مرکزی دفتر میں ہوگااوردوسرا اجلاس کونسل کے مطلوبہ مقامات پر۔جس میں خصوصیت کے ساتھ جدید مسائل پر بحث ہوگی جو عوام الناس کے درمیان تنازع کا سبب ہیں۔اس شعبہ کے تحت تربیت کے لئے علاقائی سطح پر بھی مذاکرے کرائے جائیں گے اوراس میں خصوصیت کے ساتھ عوامی سوال وجواب کا پروگرام بھی شامل رہے گاتاکہ عوام مسائل شرعیہ سے آگاہ ہوں۔یہ شعبہ امین شریعت کی سرپرستی میں اپناکام کرے گا  ذریعہ بہار، جھارکھنڈ، بنگال و نیپال کے نئے فارغ التحصیل مفتیان کرام سے منتخب افراد پر مشتمل ۲۱؍ نفری کونسل ہوگی جس کا سال میں ۔

          اس شعبہ کے ذریعہ مسلمانوں کے ان مسائل کو حل کرنے کی سعی کی جائے گی جو قانونی چارہ جوئی سے تعلق رکھتے ہیں۔ خصوصاوراثت ،مساجد و مدارس اور وہ دینی امور جن کا تعلق شرعی امور کے تحفظ سے ہے اس پر خصوصی توجہ مرکوز ہوگی۔اس سیل کے ذریعہ انہیں مسائل کو حل کے لئے ترجیحی طور پرلیاجائے گاجوقومی اور جماعتی ہوں ،انفرادی مسائل سے حتی الامکان گریز کیاجائے گا۔ اس شعبہ میں۱۱؍ افراد ہوںگے،جومجلس شوریٰ کے رکن بھی ہوںگے۔اس شعبہ کا ایک نامزدایڈوائزر ہوگااور بقیہ ان کے ممبران ہوںگے۔ ایڈوائزر اس شعبہ میں صوبے کے ممتاز اور ماہر افراد کو شامل کرکے ۱۱؍رکنی ٹیم تیار کریںگے اور سالانہ اجلاس میں اس شعبہ کی کارکردگی پیش کریں گے۔

ادارہ شرعیہ کایہ شعبہ قدرتی آفات ومصائب اورمختلف حادثوں کے شکار لوگوں کی راحت رسانی اور بازآبادکاری کے ہے۔یہ شعبہ اپنے قیام سے اب تک مختلف صوبوں میںکروڑوں کے املاک کے ذریعہ مختلف صوبوں میں راحت رسانی کاکام کرتارہاہے۔اس شعبہ میںہرکمشنری سے ۶؍۶؍افراد پر مشتمل ایک کمیٹی کی تشکیل دی گئی ہے ضلع کے متحرک ائمہ اور شاخوں کے فعال ذمہ داروں کوبھی اس میں شامل کیاگیاہے ۔اس شعبہ میں مندرجہ ذیل ذمہ دار عہدے ہوںگے

 ریلیف انچارج حالات کے تحت مرکز، کمشنری اور ضلع کے ذمہ داران سے رابطہ کرکے فنڈکی فراہمی کریں گے اور اس کام میں سکریٹری ان کے معاون ہوں گے ۔

صحت عامہ

اسلام امن وآشتی کا مذہب ہے اور اس میں بقائے امن کے ساتھ صحت پر بھی بہت زور دیاگیاہے ۔قوم مسلم تعلیم کے فقدان کے سبب اسلامی آئین سے بھی دور ہیں اور جسمانی وروحانی صحت سے بھی ۔ادارہ شرعیہ نے اسی خیال سے اس شعبہ کو اپنی خدمت کا حصہ بنایا۔اس شعبہ کے ذریعہ سیرت نبوی،طب نبوی اور ان کے اخلاق حسنہ کا نمونہ پیش کیاجائے گااور اس کے تحت زندگی گزارنے کی تبلیغ کی جائے گی کہ صحت کے لئے طب نبوی اور سیرت مصطفیٰ ﷺ بہترین راہ عمل ہے۔ انفرادی طور پر اگرچہ یہ کام ہورہاہے لیکن ادارہ کا یہ شعبہ اجتماعی طورپر یہ کام انجام دے گاجس کے اثرات دورس بھی ہوں گے اور دیر پا بھی۔اس کے علاوہ اس شعبہ کا یہ بھی کام ہوگا:

 حالات و وقت کے مطابق صحت عامہ کا کیمپ لگانا۔

 ماہر معا  لجین کی ٹیم تیار کرنا جس میں ہر شعبہ حیات سے معا  لجین منتخب ہوں گے ۔یہ شعبہ ۳۱ افراد پر مشتمل ہوگااس میںایک چیئرمین ہوںگے، دو ڈپٹی چیئرمین ،ایک ایڈوائزر،بقیہ ۲۷؍ افراد ممبران ہوںگے ۔

اس شعبہ کے ذریعہ خصوصیت کے ساتھ بارہویں شریف کے موقع سے اردو، ہندی، انگریزی مرض علاج عیادت اور ان کی خدمت کے موضوع پر کتابچہ ،ہینڈبل اور پمفلیٹ شائع کیاجائے گا۔

تعلیمی بورڈ

اس شعبہ کے ذریعہ دینی اور عصری علوم پر مشتمل عصر حاضر کے تناظر میں ایک جامع نصاب تیار کیاجائے گاجس کے لئے باصلاحیت وماہر علماو مدرسین اور اسکول کے ممتاز ٹیچرز پر مشتمل ایک کمیٹی تشکیل دی جائے گی اس میں ۲۱؍افراد شامل ہوں گے ۔اس شعبہ کے ذریعہ مندرجہ ذیل کام انجام دئے جائیں گے

جامع نصاب تیار کرنا اور اس کی اشاعت کرنا

بہار وجھارکھنڈکے مدارس کو اس بورڈ سے الحاق کے لئے کوششیں کرنا

سال میں دوبار بورڈ کے ذریعہ ملحقہ مدارس کا امتحان لینااور اس کا نتیجہ شائع کرنا

ممتاز طلبہ کو انعامات سے نوازنا

اخراجات کے لئے فنڈکی فراہمی کرنا

اس شعبہ میں کل حسب ذیل عہدے ہوں گے

  تنظیم و تحریک

 ادارئہ شرعیہ ایک تنظیمی متحرک اور فعال ادارہ ہے جس سے ہمارے اسلاف نے ملی مفادات، مذہبی تشخصات اور اسلامی قانون کے تحفظ کا کام لیاہے ۔جس کی چند مثالیں بنگال مسلم پرنسل لا کانفرنس ،سنی صوبائی کانفرنس ،کل ہند سنی کانفرنس ،اور اصلاح معاشرہ کانفرنس کے نام سے تاریخ میںمحفوظ ہیں ۔

آج ہمارے ملک میں جس طرح کی فضابن گئی اس تناظر میں ضروری ہے کہ پھر سے اپنی اس تحریک کو منظم کیاجائے اور تازہ دم ہوکر نئے مسائل کو حل کرنے کی سعی کی جائے ۔ادارہ کے ایک شعبہ ’’تنظیم ائمہ مساجد ‘‘کو اسی ضرورت کے تحت پٹنہ سے بڑھاکر صوبائی کیاجارہاہے          اسی طرح ملی ومذہبی مسائل کے حل کے لئے ایک کمیٹی تشکیل دی جارہی ہے جس میں علمامشائخ دانشور اور وکلاسبھی شامل ہوں گے۔اس کے ذریعہ مسلمانان ہند بالخصوص بہار وجھارکھنڈ کے مسلمانوں کے اوقاف،مساجد ،مسلم پرسنل لا اور دیگر مسائل کو قانونی اور حکومتی سطح پر حل کرانے کی سعی کی جائے گی ۔

شعبہ نشرواشاعت:

یہ مرکزی ادارئہ شرعیہ کا قدیمی شعبہ ہے‘ جس کے ماضی میں 15روزہ شان ملت ماہنامہ و سہ ماہی رفاقت ،فتاویٰ شرعیہ، نمونہ آئینۂ شرعیہ، غزلیات رضا اور دیگر کتابچہ اشتہارات شائع ہوتے رہے ہیں۔ مگر چونکہ  اس کی باضابطہ کوئی کمیٹی نہیں‘ اسلئے اس کام کا تسلسل نہیں ہے۔

اس نشست میں یہ بات بھی باتفاق رائے منظورکی گئی کہ اس شعبہ کی بھی تشکیل دے دی جائے اور اس شعبہ کے ذریعہ باضابطہ اشاعتی کام کاآغاز کیاجائے۔

                In these times of disturbances and disharmony EDARA-E-SHARIA is rendering invaluable services to the community and Millat-e-Islamia in various ways in face of so many oddities. Our contribution to the solution of the personal differences and religious problems, our endeavors against encroachment and demolition of mosque and their development, encouraging education and compliance with religious dictums among the Muslims are being penned down in short for you kind perusal and sympathy.

 

1.       DARUL QUAZA:

This is a Shariat court where cases concerning Nikah, Divorce, Inheritance, Gift, Khula, Dissolution of Nikah and other problems are judged by Quaziane Shariat strictly in conformity with Fiqqahi norms and regulations. Case are heard and judgments delivered without fear and favor according to the constitution of Sharai Adalat. Thousands of cases concerning marital differences and disorders have been settled or decided so far.

 

2.       DARUL IFTA:

Sharai Fatawas regarding Sharai Ahkam (orders), Masails and day today regious problems are issued by this branh of the institute. This branch is functioning under a few respectable, competent and prominent Muftia, well recognized all over the country for there unpechable fatawas. Darul Ifta of Edara is a prized assets and is  relied upon by most of the Muslims in the world. As a result istifta (question for suction) are received here daily be Post/Fax not only from Indian but around the glabe in large numbers. More than 15 volumious registers of Fatawas consisting all spheres of life--- Aquied, Aamal, Ibadat, Mamlat (personal delings) have been compiled awaiting publication.

 

3.       TRAINING OF QUAZA:

A competitive examination is held for admission of ULAMA in this branch. Successful candidates are admitted in order of merit. They are trained in rules and regulation of QAZA, acquainted with different kinds of cases and there intricacies and trained to deliver judgments strictly according to fuls without fear or favor. After being well versed  in this department, they are appointed as Qazis in various branches of Edaras in the country functioning under the guidance of this Edara.

4.       CENTRAL TRAINING INSTITUTE OF IFTA (Markaz-e-tarbiyat-e-ifta):

ULAMA are also admitted in this branch after succeeding in a competitive examination held by this Edara. They are trained to issue Fatawas in the light of faqqai Hanafi relating to day to day new emerging problems after ISTAKHRAJ and to discharge their duties for the correct guidance of the UMMA. Besides providing fee meals and lodging these ulamas are also awarded with monthly stipends.

 

5.       TRAINING FOR MUNAZRA:

In view of worldwide planned conspiracies ageist Islam and attack form all around to inflict harm to Islam, ULAMA (alumni) after special training are prepaid to contradict there suitable allegation against Islam and acquaint the people with the correct faith (aquaid) and practices of Islam. Also free meals and lodging along with monthly stipends have been arranged for the ULAMA.

 

6.       MADRASA SHARIA:

In this educational branch of Edara where localities, students and outsiders are being provided with free education in Hifz, Qiraat, Fundamental points of Faith and religious problems apart from free meals and lodging. We see to it that they are competent enough to deliver religious discourses and instructions and discharge there duties for the benefit of Qaum-oo-Mallat suitable. Such students graduate from thes institute every year in large numbers.

 

7.       JAMIAT-E-AIMMA-E-MASAJID:

This branch gives special taring to Imam of masjid to make them fit to enlighten the common Muslims with importance and benefit of Islam by leading them to the right path of welfare, peace and to do their duties for the construction and development of Mosques and preservation of cardinal points of faith.

 

8.       ORPHANGE:

This branch beside deing responsible for provision of meals, lodging and clothing to poor and destitute students, imparts religious and modern education including vocational training to them so that can stand on there of feet and be self sufficient in their future life.

 

9.       RELIEFE CENTER:

ThiS branch concerns with rendering financial aid to the Muslimcommunities who are helpless, troubled and affected with communal riots and natural calamities, for them the work of relief  and rehabilitation are undertaken.

 

10.   TABLIGH AND TANZEEM:

This department keeps the Muslims abreast with religious aquaid and aamal on one hand with the aid of writing articles in the monthly journal (THE RIFAQAT) and on the other hand efforts are made to unite and discipline them so that their combined voices are raised to live gracefully and demand for their deserving rights may be considered.
